What web programming language should I use if I want to be able to interface with hardware through a parallel port or something of the sort. Would it maybe just be easiest to use a C++ script?

Well, do you mean interface with hardware on the server or client? As far as the server is concerned, its up to you - you could use something like C or C++ either exclusively or with something like PHP to deal with the web aspects
