First of all, let me tell you that I have edited your original post little bit for some spelling and grammar corrections.
If you know how to handle Photoshop and other software that are popular among the web designers, and yes of course if you have that talent required for good designer then you only need to find some clients online, which can assign some design task for you. You can start doing freelancing projects online to build your profile first. There are many websites that offer freelance projects online. Do some search on Google for such sites. You can also think of doing some FREE work at the beginning to make your profile. And once you get experience, it will be like easy task for you to find clients and make money online.

Heres a good reply: I am a qualified designer, and have my diploma. Been a good designer, honestly anybody can be. . .
All you need to do is read up tutorials, watch some videos on you tube, and practise in your spare time, before hitting some clients with your best shot.
But the firstly you need to know these programs: Photoshop Illustrator, Freehand Dreamweaver Flash Indesign Premier Pro 3D Studio Max, 4D Cinema
Basic programs to work with. Once you know these programs well enough to create a sweet design you on the road to success.
However what some designers with no qualification seem to do wrong, is mis-interpret a brief. This is our bible, and to create something that does not satisfy the client, means time wasted and client lost.
The best bet would be to search the internet, find forums that hold contests for designs and give them a bash.
You will notice improvement in no time, and a small clientell build. After a while you wont need to do contests, you will have random clients emailing you about certain projects.
And thats how you build yourself up as a designer, and honestly, only you will know when your a good designer or not.

You MUST know HTML and CSS FIRST. There is no way around that.
For dynamic pages, you will need to know at least a little bit about most of these PHP, ASP, ColdFusion, ActionScript, JavaScript, etc.
In terms of software Dreamweaver is first in line. But you will also need to know Photoshop, Flash, and several others depending on what type of web design you plan to focus on.
Also, I agree that Lynda.com and w3schools.com are must use sites. Both for learning the ins and outs of the development software and for learning web design standards.
And of course practice, practice, practice...

I think the first thing that i important is to have creativity and then the person should be able to learn Photoshop and HTML,CSS etc. [technical things].
If you can do both of these good then you can do good on the internet.
